You can apply for a duplicate motor vehicle document, such as a registration or deregistration certificate, or any other document, if you meet the following criteria:
The chassis number, also known as the VIN, has changed.
The engine serial number has changed.
You have misplaced or destroyed your driver’s license.
You must apply in person for a duplicate registration/deregistration certificate, and you must be the vehicle’s title holder.
What you must do
Visit your local registering authority. Bring along:
Your identification document
Proof of residential address, such as a utility bill. If the utility bill is not in your name, the owner of the bill must make an affidavit stating that you live at the address and attach the utility bill to the affidavit.
If you live in an informal settlement, you must bring a letter from your ward councillor with an official date stamp confirming your residential address.
Fill out the Application for duplicate registration/Deregistration certificate in relation to motor vehicle (DRC) form and the Declaration in relation to lost documents form.
If you pay the required fee, the registering authority will issue you a duplicate document.

How much time does it take to obtain a logbook?
If you apply by mail, you should receive your V5C within 4 weeks. If you haven’t received your V5C within 4 weeks of applying, contact the DVLA.
