Purpose of the Register of Contractors
The Register of Contractors (RoC), which applies to all contractors who wish to complete work in the public sector, assists clients in infrastructure procurement by categorizing and grading contractors from 1 to 9 based on financial and work capability.
The 2004 Construction Industry Development (CID) Regulations, as amended, require public sector clients to award construction contracts only to cidb registered contractors.
Who is required to register?
Any contractor can join our cidb Contractor Register.
Please see the following for more information:
Joint ventures (JV) are exempt from registration. However, each JV partner must be individually registered. The cidb Joint Venture Calculator can be used to calculate the combined grading.
The National Home Building Council regulates home builders (NHBRC). They are exempt from the cidb Contractors Register.
Contractors who only provide labor are exempt from the cidb Register of Contractors.
About the cidb grading system
The Contractors Register has nine grading levels. The highest number is nine. There are no qualifying criteria for grade 1, but contractors must meet financial and track record requirements for grades 2–9.
A grade consists of one digit and two letters. These reflect the contractor’s maximum level of project execution and the class of works in which they are certified capable of project execution. Grade 4GB is an example. On request, a contractor may be classified as emerging, in which case their grade will be represented by one digit and four letters, such as 4GBPE.
Registration validity period
A cidb grade is valid for three years and expires on the registration anniversary. The contractor must apply to the cidb for renewal after three years. After six years, the contractor must demonstrate that they still meet the qualifying criteria by submitting new supporting documentation. However, the cidb has temporarily relaxed the requirements for 3-year renewal to assist contractors in maintaining their grades during the current economic downturn.
