Ethereum’s Fusaka Hard Fork Set to Redefine Smart Contracts by Late 2025

Major Ethereum Upgrade, Including the Controversial EOF, Expected in Q3–Q4 2025

Dubai, UAE — April 28, 2025 — The Ethereum Foundation has set its sights on launching the highly anticipated Fusaka hard fork in late 2025, bringing major changes to the Ethereum Virtual Machine (EVM) and sparking heated debate across the developer community.

According to Tomasz Kajetan Stańczak, co-executive director at the Ethereum Foundation, Fusaka is tentatively scheduled for deployment between the third and fourth quarters of 2025. However, the precise timeline remains under discussion.

A central feature of this upgrade is the EVM Object Format (EOF), a proposed overhaul designed to boost efficiency, security, and future upgradability of Ethereum smart contracts — but not without controversy.

H2: What is the EVM Object Format (EOF)?

The Ethereum Virtual Machine (EVM) underpins the entire Ethereum network, running every smart contract. EOF seeks to modernize the EVM by introducing:

  • Structured container modules for bytecode rather than free-form blobs.

  • A standardized header, starting with a 0xEF00 hex signature and a version number.

  • Section tables and modular contents, separating code and data for optimized execution.

This clearer architecture promises a cleaner development environment and easier-to-verify smart contracts, marking a significant technical evolution for Ethereum developers.


H3: Cleaner Jumps: From JUMP to RJUMP

Currently, developers use JUMP and JUMPI commands to move around the bytecode, but these dynamic jumps have become a notorious source of bugs and security vulnerabilities.

With EIP-4200 and related proposals under the EOF umbrella, Ethereum would:

  • Introduce RJUMP and RJUMPI, requiring hardcoded destinations.

  • Disallow dynamic JUMP/JUMPI entirely in the future through EIP-4750.

  • Enforce bytecode validation at deployment via EIP-3670 and EIP-3690.

The goal? Greater security, fewer hidden exploits, and better code transparency.


H2: Division in the Ethereum Community

Despite its lofty ambitions, EOF faces notable resistance within the Ethereum ecosystem.

Prominent Ethereum developer Pascal Caversaccio voiced concerns in March, calling EOF “extremely complex” and arguing it adds unnecessary risk by expanding the EVM’s attack surface.

Among the criticisms:

  • Tooling upgrades would be mandatory, risking new vulnerabilities.

  • Smart contract bytecode would become heavier and more complicated.

  • Backward compatibility issues would force indefinite legacy EVM maintenance.

A poll on ETHPulse revealed that 39 ETH holders controlling nearly 17,745 ETH oppose the upgrade, while only a handful of smaller holders support it. This underscores a clear community split over Ethereum’s direction.

If successful, Fusaka and EOF could revolutionize smart contract development, enabling more scalable, secure, and efficient decentralized applications.
