SARS stands for South African Revenue Services. Each and every taxpayer there is given a South African Tax number. You need a legitimate South African identity document in order to obtain a Tax number. One needs to be either a South African national or a South African permanent resident to obtain a South African identity card. 16 years or older is the minimum age to obtain a South African ID.
