How Are Political Parties Funded In South Africa

In accordance with Section 44 of the Constitution, Parliament has the power to enact laws governing any subject, including restrictions on the financing of political parties by the wealthy. The Political Party Funding Act of 2018 was passed by Parliament with this goal in mind. The Public Funding of Represented Political Parties Act of 1997 was abolished and replaced by the Political Party Funding Act of 2018.

Political parties may receive direct government payments known as party subsidies or public funds to support some or all of their political operations. The general revenue fund, which is funded by taxpayers, gives cash grants (state aid) to political parties in the majority of democracies.

What South African government agency distributes money to political parties?

According to the number of seats gained in the relevant structures, the IEC distributes funds from the Funds to the various political parties that are represented in the National Assembly and/or the provincial legislatures (Political Party Funding Act 2018, 6 (1) -(3)). Quarterly payments are paid to political parties (Political Party Funding Act 2018 7(1)).. The “principle of equity,” which states that all parties must be guaranteed a minimum base amount in addition to a proportional allocation, must be applied to temper this proportional allocation. Therefore, equity under the Act is not proportional nor equal; rather, it is the allocation of resources into proportionate and equal components. The exact allocation procedure is outlined in the Regulations on Political Party Funding, 2017 (2-4) included in Schedule 2 of the Act.
