Customs handles and oversees the movement of people and goods into and from the borders of a country. The body that handles that in South Africa is the South African Customs Administration(SACA). Their job is essential for not only trade and international relations but geared for the stability and prosperity of the country and region.
The main objectives of the South African Customs Administration are
To protect the interests of South Africa through control management, community protection and industry protection.
They enforce laws and international trade policies and measures
They also collect revenue for the government as taxes, levies and duties.
What to know about customs and trading
If you want to export or import goods, there are several hurdles to cross. The body you will deal with is Customs and they have a laid out procedure for importation and exportation in the country. First, you need to register and apply for a license to import or export goods. This process is subject to conditions that include;
Inspection of your goods by Customs Officers
Customs Officers may confiscate, seize or detain your goods if they find them to be illegal, toxic or poisonous. For example, cocaine.
Your licence determines how your goods are handled, stored and transported. So it is important to get the right license for your goods.
The law requires you to comply with the tax levying Act
Steps To Follow
Register and get your license
Submit a Customs Clearance Declaration (CCD). Without a CCD, your goods cannot be imported or exported from the country.
After a thorough review of the transaction documentation, you can submit your CCD to customs manually or electronically.
You will receive a confirmation response from Customs and they may request document validation.
Prove the origin of your goods and have all the documents supporting it.
The next step is the inspection of goods. If you do not have all your supporting documents, you will need a sight declaration (DA 22).
Once your goods are cleared for imports or exports, you will transport them via rail, air, sea or road.
Things to note
Your CCD can be cancelled or amended if there are any discrepancies.
Some goods may require an export or import permit. Goods that fall in this category are controlled goods, used or second-hand goods, waste or scrap.
