Ocean shipping has long been a part of South Africa’s transportation system despite the country’s lack of commercially navigable rivers by taking advantage of its two ocean frontages. The first shipping companies of the nineteenth century started out as coastal carriers for regional trade between southern African ports. Private investors launched an international shipping service after World War II, and the state corporation South African Marine Corporation (Safmarine) took over management of the private enterprise in 1946. Safmarine operates bulk carriers for mineral exports, general cargo ships, and container ships. Since the 1980s, it has expanded its service to Europe, North America, South America, and Asia (South Korea, Hong Kong, and Taiwan). It spent R100 in 1992 to buy the newest of its five cargo ships, Oranje, from Croatia.

In South Africa’s export industry, each major port has historically had a significant, specialized role to play. Saldanha Bay was created specifically to export mineral ores from the Northern Cape, while Durban handles general cargo, especially exports of cereal; Cape Town focuses on exports of deciduous fruit; and Durban handles general cargo, especially exports of wine and vegetables.

There are six important commercial ports in South Africa: East London, Saldanha Bay, Richards Bay, Cape Town, and Durban. In addition to offering services like tugs, berthing, and cargo handling, Portnet administers their facilities, including cargo handling machinery, wharves, and container terminals. Portnet carried more than 127 million tons of cargo on more than 12,900 seagoing vessels in 1994, using automation and containerization to speed up service.
The Transnet national Ports authority
The Transnet National Ports Authority organizes marine-related services, builds and maintains the infrastructure for South Africa’s commercial ports, and offers navigational aid and assistance to ships manoeuvring along the coast and inside port boundaries.

The National Ports Act
The National Ports Act establishes a dual role for the National Ports Authority, giving it control over port regulatory functions at the ports, such as regulating the provision of port services through licensing or entering into agreements with port operators to ensure that efficient port services are provided.
At South Africa’s eight commercial seaports, the national ports authority offers marine services and port infrastructure. As a result of the National Ports Act of 2005, it functions within a legal and regulatory framework (Act No. 12 of 2005).
