The South African National Lottery

ITHUBA Holdings manages the National Lottery, to whom the license was granted in 2015. The National Lottery Commission, founded in 2000, oversees the lottery.

Only those at least 18 years old are eligible to purchase lottery tickets. An average of five million transactions each week resulted in transaction values of R3.972 billion during the 2007 fiscal year.

In 2012, sales of Lotto and Powerball tickets for the national lottery totaled R4.7 billion. The most common form of gambling in South Africa is the lotto, but Powerball has experienced faster growth in recent years because of its big rewards.

The National Lottery of South Africa

On March 11, 2000, the National Lottery was launched in South Africa. Uthingo managed it at the time. More than 800,000 tickets were sold on the first day of availability following a marketing campaign that targeted 80% of South African homes.

In the first three weeks of operation, tickets worth around R70 million were sold. Operator Uthingo proposed a daily lottery to add to the weekly draw in October 2002. In March 2003, the trade and industry ministry rejected the idea known as Keno.

The Lotto Plus game, which costs R1 to play and is a weekly supplemental lottery available when a primary lottery ticket is purchased, was introduced in November 2003. The Gidani consortium, which included the Greek business Intralot as a technical partner, was selected as the winning bidder in July 2006 to manage the lottery for seven years, beginning in April 2007.

In October 2006, the operating license was granted. On the incumbent Uthingo’s request in March 2007, the Pretoria High Court annulled that award, concluding that there had been opportunity for conflicts of interest due to the inadequate investigation of the shareholders in several bidding consortia. In April 2007, after the lottery’s final draw by the incumbent Uthingo, it was put on permanent hiatus.

Gidani received the operating license once more in September. In the first three hours after ticket sales resumed in October, more than 200,000 tickets were sold. Gidani first introduced scratch cards, but when they lost their license to Ithuba, they had to stop selling them for a while.
